For some reason I've always associated the amateur surveilance with brazil. I don't think it actually says that anywhere, its just what has always happened in my head. Its probably fits most of the societies.
I'm not quite sure that the amateurs are really a threat to the government level operatives. They're good at spying, but aren't they also good at counter-spying?
