I immediately thought of ASL but didn't mention it due to the lack of elevation on the GEV maps. Given that much of WWII was fought on (relatively) flat terrain (all that prairie and marsh and steppe in Poland and Russia), there's a lot of realistic scenarios one could create with the GEV maps.
Another thought is Avalon Hill's
Tac Air. Again, if one ignores elevation,
PanzerBlitz,
Panzer Leader, and
Arab/Israeli Wars all work, too.
