No limit is given, in the rules or on the cards, so there is no theoretical limit. If there were to be a limit, it would have to be defined on a card.

I'm fairly certain that Andrew and I have agreed that this is a flat +2 added to Items, like
Fire Arms, which give bonuses to empty Hands. I'll see if I can't find a link to one of those rulings.
