Yea, that's what I read before I wrote up the DST spell.
"If a special method of DX adjustment for the spell is described, use it. Otherwise, treat range as for Thrown Spells." (ITL 140)
It didn't say anything about DX adjustments (just if you blow your DX roll), so I concluded that you could Drain Strength remotely.

The original DS says that the victim must cooperate. So you can't drain them if they don't want you to. But I wonder how
literal the
word cooperate means? If you ask Joe Blow on the street "Hey, I'll bet you one glass of whiskey that I can make you tired without touching you" and he agrees, is that cooperation? He doesn't know what a Drain Strength spell is and you never mentioned it.
Ah, magical philosophy...
