Well, in Hell, Vapula would be all over this. Dismantling two demons and building one that's bodged together with tape would ammuse him and would be workable for this word. He's sure.
For Heaven, see p30 of the Game Master's Guide. The Seraphim Council can theoretically remove a word and give it to a different angel, although that's rather drastic. Promoting Jorel to the angel of Fastenings and giving the freed-up Duct Tape to Mikela is a more plausible course for them.
