By extension of the rationale that the -4 off-hand penalty to skill results in a -2 to Parry, one could suppose that a -2 penalty due to low strength should make a -1 penalty to Parry.

So should there be a penalty for parrying with a weapon whose Minimum ST is above your ST? Should it be the full penalty that applies to skill, or half? (If the latter, I'd take it a minimum penalty of -1 would still apply.)
Yep what whswhs said,

Personally I wouldn't make it a minimum -1 penalty as the "drop fractions" rule for calculating parry already works against the parry score in general.

But if you like it and have lots of people running around with ST scores 1 less than the MinST of their weapons go for it
