If Little Mac drowns early in 1862, I assume that a Union victory in the late spring or early summer of 1862 courtesy of Phil Kearny induces A. Lincoln to issue the Emancipation Proclamation some months before OTL. Then the remainder of the description fits. Otherwise, without this divergence, Emancipation Proc. is issued on Jan. 1, 1863 as in OTL and the execution of Union officer & Afr.-Am. soldiers would occur in 1863.
