Sure, I'm just saying that the rules don't prevent it. Actually I'd probably allow a lot of these things, but only with a DX, IQ, or Soldier roll (as appropriate) penalized for Stun. You can certainly talk while panicking, at any rate. You just generally yell a lot of mostly useless stuff. Similarly you can flail about or whatever.

I think I'd still allow Dodge and Drop (at a net -1) because that seems like a reasonable panic response. The DX or Acrobatics roll from Fire and Maneuver, should apply here though.
