I'm not a speaker for SJGames, but they are a gaming company, with all the bureaucracies that come with that. Their e-mail contact is for company related issues, the person who answered you may not even play the game. The official place to discuss rules and gaming issues is the forum. Which is standard for gaming companies, as far as I know.

The rulesheet describes on page 2 all the phases in a turn. They are numbered from 1-4. Charity is phase 4, it's the last phase of your turn, when you give cards to the player(s) with the lowest Level, if you have more than the max you can hold.
But There's Still no Cake allows you to have a second turn immediately after you finish the current one, after you have completed all the four phases in the previous turn.
