Through synnergy. You'll notice that both the range and the strength were doubled over the individual sums. It is a property of these pseudo-particles that they mutually reinforce each other.
So it would be 4x as hard (2x for range and 2x for strength) to make a tractor beam as it is to make artifical gravity. Or even to make artificial gravity in an area without a roof.
