Modification on that: A meta government in which the primary executive authority is chosen astrologically.
This would put a premium on priestcraft, elevate pliable monarchs, etc. The religious council would maintain an intelligence and diplomatic service akin to that attributed to Delphi, and probably play subordinate lords against each other.
