Default [RPM] Lesser Effect internal damage cap and AoE

Like the topic says, Lesser Destroy effects can't cause more internal damage than a handheld weapon in the setting could do.

First, when it says internal, does that mean external damage can exceed that? By how much in that case? I had totally missed that it said internal and assumed it applied to all damage spells, but there we go.

Second, how does that cap interact with Area of Effect? For example, in TL5 a rifle could do something like 5-6d damage, so I assume a Lesser Destroy Body could also cause that kind of damage. But if I add an Area of Effect so it deals 6d internal burn dmg to everyone in a 15 yard radius, is it still a lesser effect or is it the total damage to all subjects that count?

Ultimately it's up to the GM I suppose, but it's been bothering me and I'd appreciate the input ^^
