It's quite handy for the Upright Man leading the Thieves' Guild to know when people have been bad or good. Much harder for the authorities to infiltrate the Guild. And it helps him double-check that the various groups of thieves are keeping up with the required activities.
Knowing isn't the same as having a particular bias or even care as to which way the people lean.
