What penalties for (lack of) equipment with Quick Gadgeteer?
Does Quick Gadgeteer require equipment like tool kits or portable labs?
The closest I can find to suggest it does is on B474 where it is talking about modifiers for non-gadgeteer inventing and says the GM can give -1 to -10 "if the inventor must make do with anything less than the most advanced tools and facilities for his TL."
On the other hand, the text about scrounging components makes it sound like nothing special is required to create things.
