Default [Sorcery] [Question] Chinese Elemental Powers Sorcery Modifier

I'm looking into using Sorcery to encapsulate the Chinese Elemental Powers abilities and am trying to derive a "fair" modifier for Limited Scope limitations on the Sorcerous Empowerment ability.

Sorcery, borrowing the legacy Magic designations as it does, has 23 colleges: Air, Animal, Body Control, Communication and Empathy, Earth, Enchantment, Fire, Gate, Healing, Illusion and Creation, Knowledge, Light and Darkness, Making and Breaking, Meta-Spells, Mind Control, Movement, Necromantic, Plant, Mana, Protection and Warning, Sound, Technology, Water, and Weather.

Chinese Elemental Powers clearly encompasses five of these (Air, Earth, Fire, Plant, Water), and then a smattering of others as they relate to those conceptually, including Weather, Protection and Warning, Movement, Sound, Light and Darkness, Body Control, Animal, Communication and Empathy, Healing, and maybe others.

It seems like its selection is too broad to count as a Limited Scope Sorcery at first glance, at least if you're capable of casting every spell. It may be fair to apply the one, two, three, and four college limits to the Earth, Fire, Metal, Water, Wood elements, though - if you can only access one it's -40% and so on.
