Second question first: if you have the right cards, you can add as many monsters as you want. (But you have to have the cards; you can't just add any monsters you feel like.)

First question: the rules say that a player who is winning a fight must allow the other players a "reasonable time" to respond. This means that the winning player can't declare victory and immediately go up levels and start drawing Treasures; he has to give everyone else a chance to look at the situation and decide whether and how to respond. It also means that he isn't required to wait more than a few seconds after letting everyone know he has won, in case the other players are being indecisive or waiting for someone else to step up. A slow three count ("I'm winning, does anyone want to stop me?...one...two...three. OK, I win.") would be appropriate here.
