OK - I've got a cute one that fails the criteria by 1 card:

Bavaria (1) controls Lyndon laRouche (2) who controls Opec (3)
Lyndon has Assertiveness Training (4) and Cyborg Soldiers (5)
So does opec (6+7) and OPEC also has Nationalization (8)

See where this is going?

OPEC rolls for token, you play Murphys Law (9) - and you win.
(OPEC has printed power 10, which gets doubled, 20, Lyndon copies the printed power, 30, and also doubles it, 40, and then there is Bavaria - 50.

I can also reveal that as part of a Deck of the Week contest I saw some details of the never released final expansion for INWO, and there was a card in there that would cut 1 card from this one :D
Oh well, sigh ;)
