Elvis gives 6+4+2+2=14
Church of Elvis gives 8+2=10
Vatican City gives 4+2=6
for a total of 30 Peaceful.

A favorite win (which generally only works once against a specific player) is Adepts of Hermes + Arise! Cthulhu decks love blowing up my Adepts deck's groups. Doesn't fit your parameters, though.
