According to Glenn Goffin and me (i.e. not canon -- Glenn wrote a history of Regina and allowed me to elaborate upon it (see
here for part of the result)), the New Catholic Faith to which the Sisters of St. Regina of Aiere (1108 Core) belonged had a vicepope. The sisters paid for the expedition that settled Regina. I've very deliberately not gone into details of how the New Catholic Faith differs from the Catholic Faith, nor how precisely it is organized, but I thought that almost two millenia of isolation from Terra might be enough to create the office of vicepope.
