Default Requirements to Play a Card?

There was a conversation/debate about the level 9-ending levels of the game. There were strategic decisions to not play a certain card that could get rid of the monster currently in play, and to hold on to what was in their hand, to hope RnG is on their side that the next couple of rounds, no one pulls a monster card, or at that point the other parties exhausted all of their cards. Is there anything in the rules that state you are REQUIRED to use all cards that you can stop the current monster in play at that time or can you strategically hold on to the cards in hopes that the other players can stop it or the round will come back around to you to and you can...again in hopes RnG will be on your side where you pull a low enough level monster to help you win?

The reason it was brought up is basically...do you have to play a card at any time to stop a win or can you not play a card in hopes someone else has something that can stop it? Just to hold on to your cards to use a later time?

This game to me is a strategic game and if there is something that you hope can, benefit you at a later round, then you wait to play it to your advantage when needed?

Am I reading in to this wrong? We have about 5 total decks for this game and this is the first time this "debate" came up.
