A discount on ST, only. You could have a different really strong ally with a high FoA that could run around indoors without problems, so the SM discount on ST isn't really relevant. It isn't really just about SM anyway; most people don't let you ride your horse around inside, not just because they are big, but because they are big, skittish, destructive, and not house trained.
Really the FoA should be viewed as frequency of
usefulness, not "is notionally in the session because it is stabled nearby".
