HWTs never struck me as an offensive tool. They seem to be made for stiffening the defenses of a town hex without tieing down armor units; preferably with a source of reload packs handy, and to allow the defender's GEV reserve a margin of error, or a HWZ another shot at something.
I'm not sure how good they are in that role, either; they worked for me once or twice, but that's no ringing endorsement.
