It's a Pyramid article from issue #33 Low Tech, all about making bows.
A quick run through suggests using TL4 steel, you could get:

Arrows are 96 inches long, 1.25 inch diameter, listed arrows are barbed war arrows made of black walnut wood.
For folks with the spreadsheet, N is 3, thickness is 0.75 inches, stave is straight/rectangular, bow length is 192", working percentage 94%, damage is "cinematic" to be more in line with GURPS but I think cinematic damage diverts a bit at the higher ST ranges :)
