Can a monster go below level 1 via the use of negative Monster Enhancers?

The negative Monster Enhancers in Munchkin Quest actually state they change the level of the monster. They don't mention any limits, so I assume it's OK to have a Baby Potted Plant with a level of -4, for example, but I thought it was worth checking if this is correct or not...
