SJGames has never bundled the PDFs with physical product (excepting possibly a couple of Kickstarter pledge levels). You buy either the PDF or the physical product, and the DFRPG is no different. On the
DFRPG page select the dropdown under the price to choose between the Box Set and the PDF.
