For Tech/H I believe he'll want cost(0.25/0.5/0.75/2/3) but otherwise, what Armin said should work. Most techniques default to no more than skill-10, so a cost progression of cost(0.1/0.2/0.3/0.4/0.5/0.6/0.7/0.8/0.9/1/2) and cost(0.1/0.2/0.3/0.4/0.5/0.6/0.7/0.8/0.9/2/3) should cover all the bases.
I will note that this may not work quite nicely with Techniques that aren't limited to the defaulted skill level (I believe a few are limited to Skill+4 or something), but should work for the vast majority of them.
