What would be a suitable advantage to provide power investiture to devotees? Basically, how would you price a god's ability to invest people with splinters of divine power.

I think it should include at least the accessibility to the same spell, be they stated as spells or as powers. However from here I have no idea. Give those powers (Cosmic, +200%,can be lent)?
