Not only does it "not count," but the Symphony tends to have a backlash to the attempt, resulting in the opposite effect of the desired reaction -- or at least an orthogonal one, with the chance of collateral damage to the Cause.
Servitors of Fate and Destiny have a reputation for a subtle touch because the penalties of screwing up are pretty high, for them. (There may be angels among Destiny who think that the Redemption Squad Malakim of Destiny have an
easy job, since they don't mess with humans very much! O:D )
