griffinsclaw is exactly right. There are some card effects that talk about how many free Hands your character has, so we worded Veggie to forestall any "My Fire Arms are an instant win!" arguments.

As a behind-the-scenes bonus, if you happen to equip a -1 Hand or even -2 Hand card, those DO add to the Veggie's free Hand count -- something we couldn't possibly make fit on the card as it stands.
