If you want a very popular scooter without built in storage the Honda Ruckus is an option, though a 49cc one. Also has a rugged manly appearance and better off road characteristics compared to many scooters

Having an open cargo space which he isn't using will make him seem even less threathening. A tiny hidden compartment will serve to hide the surveillance gear and mini-BOB.
