Ideally, I want him to fit into the background. I also want him to look as non-threathening as any Iraqi Military Age Male (MAM) can look, to militias of whatever stripe. Part of that will be wearing clothing that looks like they wouldn't provide scope to hide any weapons or explosives, like
tight jeans and a t-shirt.
I want any Shi'te militia members, potential Sunni insurgents and any other combatants belonging to politically or religiously motivated movements to take one look at him before deciding that it doesn't matter who he is, he's clearly neither armed nor concealing any kind of explosive device on himself.
Even the scooter, while it would be nice to have some cargo space, has got to look like you couldn't really hide anything in or on it. Anything suspicious is a potential IED, anyway.
I'm thinking he could afford a tiny concealed space with less than half a cubic feet of storage.
