We don't define "reasonable time" in the rules because it really is up to each group to figure out what reasonable means.
Having said that, in our own games, we usually do a slow three count: "OK, I'm winning. Does anyone want to stop me? ... One ... Two ... Three. I win." (It's actually "... Two Point Six," because of the "2.6 seconds" joke in the rules, but you get the idea.) Allowing 10 minutes is very generous but not what I'd consider "reasonable" in my own games.
