The relevant text is on
Basic Set:Characters p. 173: "To enjoy these benefits [improved damage, special defenses, etc.], you must spend at least one point on the skill." So it looks like a single point is all you need. I don't have enough knowledge or experience to argue whether the requirement is realistic or not, but it's cheap enough not to be too onerous.
