I guess the campaign decision has already been made itc, but I wouldn't require Levitation to 'fly' in the Inner Astral Plane. I'd keep the ability to move in any direction (from the text describing movement in the Outer Plane on p27) and bump that up with Astral Celerity. If someone happened to have Levitation that gave a better move, it doesn't seem unreasonable to allow it to be used only assessing long term fatigue w/o worrying about the usual maintenance skill roll per minute.
