Quick Draw rolls are already at -2.

So if the GM allows it, it would require a roll at adjDX -2 to draw the first weapon. Failure means the weapon isn't readied and the action is wasted. Critical failure also means the weapon falls in a random adjacent hex.

Then the figure would need to roll to quick-draw the second weapon (assuming they have Quick Draw for both and Two Weapons), and yeah the GM might apply the -4 DX for the second weapon, which would make it a total -6 DX. Or not - maybe just -2, up to the GM. Same effects for missed or crit fail rolls.
