All a wizard has to do is learn Magic Fist, and then shot it at the ground right in front of a hostile's feet. You can't miss as missile attacks always fly in a straight line and the ground is already your back stop. So the only thing stopping you from dealing 1d6 dmg. in a 3.5 hex radius every turn is the enemies' armor. (If you aim behind them they can't use their shield.)
I would recommend simple removing the ability to tunnel with a missile spell, as Wizards can already learn the Open Tunnel spell or the Teleport spell.
