Mostly it would be a large target.
Acc. to the German Wikipedia, it required a crew of 5,000 man. To prepare for a shot, a lot of tracks had to be layed, which must have looked like a rail yard. German Officers claimed that the targets the gun was used for could also be destroyed by other weapons.
Probably Hitler just wanted to compensate for something.
