Forget what I said above -- I was thinking of a different game. (Sorry.)

Look at the rules, specifically "Starting a New Round". In "Starting a New Round", the rules say that once all of the dice have been either used (i.e. either saved or scored) or discarded, that round is OVER. Once a round is over, you pick up ALL of the dice, and start a new round.
