Yes, but only to make an already-equipped Item legal (or, I suppose, to use a Class/Race-limited one-shot, but that seems like a waste of a Cheat! card). You can't use Cheat! to equip a new item during combat.

You cannot play Hireling during a combat and you can't add an Item to an already-played Hireling.
