How is that functionally any different than a multi-party state where everybody has pledged allegiance to the flag and are pretending to be equal fellow citizens?
A one-party system that actually allows wide membership and internal contests is basically just another grade of citizenship - not much different than limiting the franchise to guild members, property owners, or the properly baptized.
