I'm a dissenter on this, because if you are actively avoiding being skewered by a pole weapon then you should not suffer the extra damage, only if you are attacking would you need to close the distance beyond the pole weapon and then you risk getting stuck like a pig, but anything else and the pole weapon user just gets a regular attack.

Note that there is still some minor advantage as the pole weapon user gets in an attack whilst the non-attacking opponent does nothing, and if he does enough damage he can push him back.
