The problem with the active countermeasures is that they block the same lasers you need to shoot down cruise missiles. If your lasers and cruise missiles can neutralize the defense's lasers, then the rest of the defense falls to nuclear cruise missile strikes.

Of course, this works both ways. Getting onshore is relatively easy in a world where you can concentrate so much force at one place. Pushing inland without a laser umbrella may be nearly impossible. I'm thinking the "defense" would be sufficient inland so as to stop a fast moving breakout and allow your own cruise missiles to reduce the attacker.
