OK, looping back around to this. Ignoring the discount Julian got, 1L = 1 Meal. So, assuming no income on holidays, that's 175L income, 140L for food (eating better every other day), and clear 35L per 40 day month.
Per B265, 1 meal costs 1% income for breakfast or lunch, 2% for dinner. Given that eating at the slightly less filling place needs four meals, I think it's reasonable to say 1 Meal = 1% CoL.
Going off of the Typical Monthly Pay and other information from B517, I can calculate how many extra meals each TL & Status/Wealth combination can afford. To better compare the values from the first paragraph, incomes are increased by a third (to reflect the increased income over a 40 day month). From these figures, I can calculate the relation between G$ and L based on food price and income.
As the value of $G and L are integers when basing on food, and the value calculated by income is fairly close, I assume that the difference between the two values is roughly corresponds to the probability of the TL/Status pair. Refer to the table below.

That's a lot of information. Basically, once you take out the Status -2 ones (as you said 1L > G$1), the most likely status TL pairs are TL4 Status -1 thru 1, TL3 Status -1, and TL 2 Status -1. Depending on Julian's Status, the value of 1L is somewhere between G$3 and G$12 (I'm thinking closer to G$3).
