Yep. Once they killed
all of the Draka (and I mean
all of them...), then they'd need to hunt down and obliterate whatever mad deity would twist reality enough to allow the Draka to not only prevail, but to actually exist,
at all.
Stirling had to disregard some basic realities about human behavior for the Draka to be anything other than a particularly bizarre and grotesque failure. I'd say the idea that they could win only if the laws of the uinverse required it, is pretty close to accurate.
That doesn't make for a good game, though. Kill them all, and then hunt down the mad god who made them possible --
that could be a good campaign.
