The Wizard must discard their entire hand, and it must have at least three cards.

Not unless you play a card that says you may do so (and there are VERY few of those).

Yes. You can't discard a Steed just because you feel like it. The exception is if the Steed carries a penalty to Run Away; you may discard it before rolling to escape.

No. You may have exactly one Steed, period, unless you have a card that lets you have more.
