4 color puts a lot more stock in conventions like reluctant killing and secret identities, whereas open powers has a lot more known identities, government involvement, and less genre convention.

Death of smallpox pretty much needs one of the two to be interesting, as he's trying to deliver the soul of a hyper-powerful super.

Smallpox is basically done, except for the identity of his target(s).

Which is essentially building another super.
