It would actually be 7 per slot because you can morph into anything. Keeping the 4 per point is fine. Then you can also slap on limited to morph for -50% (DHMBWM).

So you are looking at

(7+(4×15))×.5 = 34 points.

Or go cosmic with same limitations plus PM for 4 per point. Making it 60 points and taking only a second to swap what you can morph into.
