No. The way the card says 'another player' makes it quite clear it can only be used on players apart from the Mummy in question.

This is one of the abilities that you will use to negotiate with one of the other players. For example, "I'll cancel that nasty Curse for you if you agree to give me that awesome Item you have on the table."
