'Fraid not -- going through my old files, and finding some "damaged" cycles with mismatched tires; based on what I have, I went with "F and B tires may be different, as with cars; sidecar tire must match B tire, or get penalty" (probably I based this off pics of cycle/sidecar combos; the sidecar tire is usually parallel with the rear tire on the bike). But since these date from a *long* time ago, there might have been a Official Ruling (or several ;) ) in the interval.
(Same reason I have Light Cycles with Sidecars -- they exist; heck, near where I live, someone has a scooter with a sidecar....)
