I would price Combat Reflex without defense bonuses as 5 points. I can't see many people paying more than 5 points for it, and it's much more powerful than a perk.

Unless you want to encourage the PCs to be week to surprise attacks, you shouldn't charge more than 5 points. If you think 5 points is too cheap, you can also drop the Quick Draw bonuses.
